Utility Green Power Programs (2004)

Under the same legislation that introduced the Renewable Energy Standard, the Public Regulation Commission is also empowered to require utilities to also offer green power programs, whereby customers can voluntarily sign up to receive green power at an price regulated by the Public Regulation Commission. The percentages that customers can sign up for are typically much larger than they can receive under the Renewable Energy Standard (e.g. 90% instead of 10%), and these green power sales cannot count toward the utilities obligations under the Renewable Energy Standard. These programs therefore provide a means by which customers can voluntarily increase the amount of renewable energy a utility is obligated, above and beyond the level required by the Standard.
