To contact a legislator on a particular bill pending now, the most effective way is to call. Between sessions, writing a letter and making a follow-up call (or even better, a in-person visit) is the best route.

It is definitely worth the time to write, call, or email your legislators and regulators to inform them of your views. You'll feel better, we'll feel better, and they'll both feel and govern better. Few people actually do this, so your letter will have a significant chance of being heard.
