Emissions Disclosure

The PRC issued a proposed rule to require utilities to disclose emssions in the year 2000 as part of the deregulated market (which New Mexico repealed in 2001). The PRC took comments from the public, but did not complete the rulemaking. Controversial aspects were whether or not emissions of CO2 and mercury, and descriptions of impacts of emissions should be included. Among other parties, the Western Fuels Association, opposed these inclusions.
