New Mexico's Legislative Renewable Portfolio Standard
This standard was created by the Legislature following Governor Richardson's expression of support for the RPS created by the PRC in 2002, which was under challenge in State Supreme Court by El Paso Electric. It was the product of many months of negotiations by CCAE, the utilities, PRC Staff, and others.
